About The Program

The Montana Legislature established the Drinking Water State Revolving Fund (DWSRF) Loan Program for Drinking Water projects. The program provides at or below market interest rate loans to eligible Montana entities. The Department of Environmental Quality (DEQ) is the administering agency and assures that the technical, financial, and programmatic requirements of the program are met. The Department of Natural Resources and Conservation (DNRC) issues the State’s general obligation bonds and makes loans to the project borrowers. Cooperatively, DEQ and DNRC administer the Drinking Water State Revolving Fund Loan Program. Eligible organizations include community public water systems owned by private persons or municipalities, non-profit organizations, and non-community water systems. 100% of eligible project costs can be borrowed and planning costs covered; ability to repay loan must be shown.
